Opera is a full desktop and mobile browser; Opera Mini is a mobile-only client built for conditions most feature comparisons ignore — expensive data, slow networks and cheap phones. What Mini is actually for

Compression. Pages are processed on Opera's servers before reaching your phone, which cuts data usage sharply and makes sites load on connections where a normal browser stalls.
